@0pdd GitHub bot is watching your GitHub repository (you will have to configure a webhook) and when it finds a new @todo marker, called "puzzle," somewhere in the code, it creates a new GitHub issue. When the marker is gone, it closes the issue. This methodology is called Puzzle Driven Development, which @yegor256 introduced in this blog post in 2010.
You place @todo puzzles into the code, where you believe extra work is required. Then, you commit and push that code to the repository. Then, @pdd bot picks your changes up and creates a new GitHub issue for you (you have to give it enough permissions). Then, you work with that puzzle in the code you and remove the puzzle. Once it happens and you push a new code without the puzzle, @pdd understands that and closes the ticket.
Moreover, 0pdd website also draws a global map of all puzzles in your code, currently visible and previously closed, here is an example.
